Water customers will be billed monthly, depending on billing cycle. Bills can be paid in person 8 a.m. to 5 p.m. Monday through Friday at 222 N. Tennessee. Credit card payments may also be made by telephone.   Payment may also be made in the after-hours drop box. In addition, payments may be mailed in to:

Direct deposit payments may be made by completing the appropriate forms in person or by mail. Please call for forms to 972-547-7550. Payments received after 5 p.m. on the due date will incur a 10% penalty.

To begin service, customer will pay a $55 due when water/sewer service is set up. The actual deposit is $40, and there is a $15 non-refundable service fee. The $40 deposit is applied to final bills at the termination of any account.

You may come into the office and fill out an application and post your deposit.

You may request an application be faxed to you with your deposit billed on the first monthly water bill or you may pay your deposit by telephone with a credit card. (The City accepts Visa and Mastercard.) An application can be mailed to you upon request with the same options for paying your deposit as above.

Garbage Collection
Regular garbage, recyclables and brush are picked up weekly by a City contractor, IESI. The monthly cost is $11.93 plus tax of 98 cents. You may request additional RGRs for a $5.20 monthly charge.

Holiday garbage collection is scheduled as follows:

For holidays on Monday or Tuesday collection days, residential pick-up will be on the Saturday prior to the holiday. For holidays on Wednesday, Thursday or Friday, residential pickup will be on the Saturday following the holiday.

Recycle Center
In addition to curbside recycling, the McKinney Recycle Center, 721 Anderson St., is open 8:30 a.m. to 12:30 p.m. Saturdays. That telephone number is 972-562-9844.

Mayor & City Council
The McKinney City Council is composed of the Mayor and six City Council members. Four of the Council members are required to live in districts, and are elected by district residents only. The Mayor and three other council members are elected by the entire city.

Responsibilities
City Council is responsible for establishing City policies, considering City resolutions and ordinances, appointing citizens to all City boards and commissions, approving or rejecting zoning changes and accepting or amending the annual budget as presented by the City Manager.

The McKinney Memorial Public Library provides a current and diverse collection of books, videos, audiocassettes, magazines and newspapers.

The library offers a variety of programs for children and provides Internet access and personal computers for public use. The Library sponsors numerous classes that are open to the public:

Pets

The City of McKinney requires that all pets be vaccinated against rabies on a yearly basis and registered with the Society for the Prevention of Cruelty to Animals (SPCA).

The registration fee is $5 for neutered or spayed pets; and $10 for unaltered pets. Vaccination fees are paid to your veterinarian, who issues metal tags. Registration fees are paid to the SPCA, 506 Interchange Way, 972-562-7387. The SPCA will also issue metal tags. Vaccination and registration tags must be attached to your pets' collars at all times.
